FY2011 state arts advocacy agenda for
MISSOURI CITIZENS FOR THE ARTS


MISSOURI ARTS COUNCIL & MISSOURI CULTURAL TRUST

In FY2010 $10.185 million was appropriated from the tax from non-resident athletes and entertainers who work in Missouri to the Missouri Arts Council Trust Fund. For FY2011 MCA recommends the legislature and the Governor continue to fund the Missouri Arts Council Trust Fund.

• New Decision Item we are asking for:
o an increase of $200,000 in Federal Spending Authority to allow MAC to accept any possible increases in Federal Funds,
• Missouri Citizens for the Arts (MCA) will work for the restoration of full funding from the Non-Resident Professional Athletes & Entertainers Tax (Section 143.183 RSMo).
The Non-resident Athletes & Entertainers Tax (A&E Tax) is the personal income tax on professional athletes and entertainers when they play or perform in the State of Missouri. It is collected by the State of Missouri and, by Statute, a designated amount is to be distributed among the following five Cultural Partners: Missouri Arts Council Trust Fund, (60%); Missouri State Library Networking Fund, (10%); Missouri Humanities Council Trust Fund, (10%); Missouri Public Broadcasting Corporation Special Fund, (10%); and the Missouri Historic Preservation Revolving Fund, (10%).
• MCA supports the A&E distribution formula for the five Cultural Partners. MCA does not support expanding or revising the distribution formula.

MISSOURI FINE ARTS ACADEMY

Support state funding to restore the budget of the Missouri Fine Arts Academy.

• The Academy is a three-week residential program for 220 rising high school juniors and seniors who are gifted in the arts.

ARTS EDUCATION IN MISSOURI SCHOOLS

• Support legislation creating fine arts professional development through regional fine arts coordinators.
• Encourage the State Board of Education to reinstate a required 3,000 minutes per school year of fine arts instruction by arts specialists in Missouri public middle schools/junior high schools.
